SUBJECT: GEORGIA:  GOG PROPOSES CANDIDATE FOR WHO REGIONAL 
DIRECTOR FOR EUROPE 
 
1.  (SBU)  On July 1, Ambassador Tefft met with Aleksandre 
Kvitashvili, Minister of Health, Labor and Social Welfare and 
Dr. Nata Menabde, Deputy Regional Director of the World 
Health Organization (WHO), Regional Office for Europe. 
Kvitashvili introduced Dr. Menabde and asked that the U.S. 
support her candidacy for Director of the WHO Regional Office 
for Europe.  Kvitashvili cited Dr. Menabde's 25 years of 
experience as a health professional serving the Caucasus 
region as an example of her strong credentials.  Kvitashvili 
expressed his oncern that Russia may not accept a Georgian 
at this level in an international setting and will attempt to 
convince European governments to vote against her. 
Kvitashvili recognized the US would not have a vote in the 
European group but hoped we would use our contacts with 
European delegations to support Menabde and stand up to any 
Russian anti-Georgian pressure. 
 
2.  (SBU)  Dr. Menabde is well-known throughout Europe as a 
respected health leader.  Post encourages support of her 
candidacy, supporting an election based on capabilities and
