1. (C) Deputy Foreign Minister Nalbandov called in the 
Ambassador April 21 to request U.S. assistance in encouraging 
the UN Secretary General (UNSYG) to focus on two particular 
points as he prepares for discussions on Georgia.  First, 
Nalbandov noted the importance of maintaining a reference to 
Georgia in the title of the relevant UN Security Council 
agenda item.  He likewise noted the importance of maintaining 
a reference to Georgia in the title of the upcoming UNSYG's 
report, due in May.  He expressed slightly more concern about 
the second item; although the last agenda item, in December 
2008, referred to the "Situation in Georgia," the last 
UNSYG's report had no title at all.  Nalbandov explained that 
these two points were very important to the Georgian 
government.  He said he would be approaching the British, 
French and Germans with the same request, but sought American 
assistance in particular as Georgia's friend and partner.  He 
also indicated he had instructed the Georgian ambassador in 
Washington to approach the Department with a similar request. 
 
2. (SBU) The Ambassador expressed his understanding of the 
importance of the issue to Georgia and agreed to pass along 
the request to the appropriate offices. 
 
3. (SBU) Nalbandov also informed the Ambassador that 
officials from the UN's political and peacekeeping offices, 
including David Harland, chief of the peacekeeping office 
(ref B), would be visiting Tbilisi within the next two weeks 
to conduct consultations on a new mandate for the UN in 
Georgia.  The Ambassador noted that such consultations would 
be helpful.
