Tefft for reasons 1.4 (b) and (d). ¶1. (U) This is an action request - see paragraph 4. ¶2. (C) DFM Nalbandov called in DCM January 20, 2009, to request an update on the USG's approach to the upcoming UNOMIG renewal discussion in New York. Joined by former NSC Secretary (and Georgia's next Ambassador to the UN) Lomaia, Nalbandov said that time was getting short and the Georgians had not yet heard from us or others in the UNSC as to the strategy for managing the February 15 end date for the UNOMIG mandate. Drawing on ref email, DCM noted that the U.S. was in discussions with our European colleagues on the UNSC, and that our preferred approach at this point was to to seek a technical rollover of UNOMIG's current mandate for several more months. This would give us some additional time to work out changes to the mandate. DCM undertook to seek updated guidance from Washington in response to the DFM's request for information. ¶3. (C) Nalbandov responded that this was exactly the approach preferred by Tbilisi and he looked forward to working with us in capitals and in New York to achieve this goal. Nalbandov noted that over the next few days, he would be calling in Ambassadors from EU missions resident in Tbilisi to seek their support for a technical rollover of the UNOMIG mandate. He said that he would also point out the recent incidents along the administrative borders with South Ossetia and Abkhazia, and urge the EU to consider strengthening -- both in numbers and physically, including with weapons -- the EU Monitoring mission on the ground. ¶4. (C) Action Request. The Department is requested to provide guidance to be used to respond to the DFM's request for the official USG position on the extension of the UNOMIG mandate. ¶5. (C) Embassy note. At the conclusion of the meeting, Ambassador Lomaia mentioned that he was currently based at the MFA and consulting in preparation for his assignment to the UN.
