1. (C) The German Ambassador to Georgia told the Ambassador 
November 30 that former Defense Minister Irakli Okruashvili, 
arrested November 27 in Berlin on an Interpol warrant 
(Reftel), has requested political asylum from the German 
government.  The German Ambassador said a court decision on 
extradition could be delayed because of additional time 
required for a different court to rule on the political 
asylum request.  On November 29 Georgian Ambassador to 
Germany Levan Duchidze told Rustavi 2 TV that Okruashvili had 
requested political asylum in Germany shortly after his 
arrival on November 1, but was denied by the German 
government on the grounds that he had no German visa. 
 
2. (U) Eka Beselia, Okruashvili's lawyer, said Okruashvili is 
being targeted for politically-motivated persecution. 
Beselia read a statement from Okruashvili's Movement for 
United Georgia party, making an appeal to the international 
community and the German authorities not to allow Okruashvili 
to be extradited to Georgia.
